Mosman Development Assessment Panel (MDAP)
Council has established an independent hearing and assessment panel with a delegation to make final and independent determinations on development applications that are referred to it.
Membership of the panel will consist of a Chairperson with a legal background, planner, environmental expert, together with a community member. Alternate members will also be appointed.
Four community members are appointed to the panel to attend meetings on a rotating basis.

The Hon Paul Stein AM QC has been appointed as the permanent Chair of the MDAP. Mr Stein is a former Judge of the NSW Court of Appeal, Supreme Court, Land and Environment Court, and District Court. He is presently Chair of the NSW Environment and Planning Authority, and Chair of the Board of Governors of the NSW Law and Justice Foundation. He is also a former NSW Deputy Ombudsman, President of the NSW Anti Discrimination Board and President of the NSW Intellectually Disabled Persons Review Tribunal.

MDAP will meet at least 10 times each year on the 3rd Wednesday of the month at 10.30am and minutes of meetings will be publicly available by 9.00am on the day immediately following the meeting. The Panel will publish its reasons and conclusions for decisions that are contrary to the Mosman Council Officer’s Recommendation.
